Russia: A state of emergency, African Swine Fever outbreak

In a district in the Krasnodar Region, a state of emergency has been declared due to an outbreak of African Swine Fever (ASF).
A private farm has been discovered to have been affected by African Swine Fever, however the source of the infection is still not known. At the private farm, 15 pigs had already died due to ASF.

According to authorities, 12,000 pigs in and around the Krylovskaya village, about three km from the private farm, are being culled, 50 of which have already died of the ASFV.

The state of emergency area is home to 11,839 pigs, the regional emergencies center stated.

The emergency was declared on Sunday.

Russia reduces quota on pork imports by 30%

On Friday July 22, Prime Minister Vladimir Putin announced that quota on pork imports in 2012, will be about 350 thousand tonnes, while in 2011 a similar figure is 500 thousand tonnes.
The declared parameters completely satisfied the representatives of the pig industry of the country who plans to almost cover the domestic demand by 2015. The Prime Minister also noted that in 2011 it will import 600-650 tonnes of pork into the country, while the total production of pork in Russian farms will amount to 2.4 million tonnes


"According to our calculations, the production of pork in Russia this year will be at even slightly higher level - about 2,43-2,45 million tonnees,”said the head of the executive committee of the National Meat Association Sergey Yushin.

“We expect to increase pork production by 2015 to 500-600 thousand tonnes compared to 2010. In the most favourable scenario, we can increase production to 1 million tonnes by 2015. We have a huge list of companies that are already building pig complexes with pigs fattening in early 2012," said the expert.


Mr Yushin also added that even with the complete saturation of the domestic market it will not abandon the import supplies. The expected level of saturation of the domestic market should lead to lower prices for pork in the next two to three years.

African Swine Fever spreading, European Russia threatened

All European parts of Russia may soon be affected by African Swine Fever as the virus has made its way to central Russia.
"We are on the verge of a new wave of proliferation of the virus," stated Nikolai Vlasov, deputy head Rosselkhoznadzor (the Federal Service for Veterinary and Phytosanitary Surveillance). Vlasov further added that five small farms in the central Russian region of Tver bordering the Moscow region had been registered to have been affected by the disease this year.


Outbreak of African Swine Fever in Tver Oblast
Rosselkhoznadzor reported on 10 June the outbreak of African Swine Fever in Tver Oblast . ASFV genetic material was detected in the samples of pathological material taken from a pig in the backyard in the Danilovskoe village, the Kalininsky Rayon, the Tver Oblast by the FGI “Tver Interoblast Veterinary Laboratory”.

The pathological material samples were sent to the All-Russia Research Institute of Veterinary Virology and Microbiology of the Rosselkhozacademy to confirm the diagnosis.

A report by Reuters stated that Rosselkhoznadzor had previously this year pushed for a programme to eradicate ASF within seven years, costing around $400 million, however, the government has not approved this.

"If things continue to go as they do now in the Tver region, where wild boars are plentiful, the northwest of the country may soon start resembling the south," Vlasov stated.

Ukraine banned import of pork from Russia

The State Veterinary and Phytosanitary Service of Ukraine has banned imports of pork from the Central District of the Russian Federation due to another outbreak of African Swine Fever.
On June 1, more than 120 pigs died at a farm in the town Torzhok, Tver, region in Russia. According to the preliminary diagnosis of veterinarians, the animals died of African Swine Fever.

"Do not import from the Central Federal District of the Russian Federation to Ukraine pig production," said an official statement. Russian authorities, in turn, assured its trading partners that it will take all necessary measures as soon as possible to eliminate hotbeds of the virus and prevent new outbreaks.

At all farms of the Central Federal District close management of pigs in private plots and farms is taking place. Elimination of feed that has not undergone thermal treatment is also occurring. It has been recommended that the unauthorised trade of products of animal origin should be prevented.

Russia hoping to abandon pork imports by 2020

By 2020 Russia intends to completely have abandoned pork imports. For the current year, the percentage of imports is expected to come down to 22%.
Recent years have shown a trend that Russia consumes increasingly less foreign produced pork. In 2008, imported pork had a share of about 32.1% on the Russian pork market, in 2010 it dropped to the 25%.

At the same time consumption of pork in Russia is growing every year, according to Foodmarkets.ru. In 2010, the consumption of pork per capita was about 22 kg. Pork continues to be very popular among Russian citizens. According to official data, more than 90% of population has it in their food ration.

The Russian ministry of agriculture and the National Union of Breeders have developed a branch development programme of pig breeding in Russia, whose implementation by 2020 will fully meet the pork demands of domestic market. Analysts forecast the growth of livestock in 2012 to a level of 23.3 million heads. 

"At current rates of pig production development in 2020 this figure will reach the level of 35 million heads. The acceleration of pig production development could be achieved by breeding high-yield breeds of pigs, the establishment of modern breeding and genetic centers, construction of new pig farms and the development of logistics infrastructure," said representatives of Russian Ministry of Agriculture.

CPF five-year focus; “India, Vietnam, Russia and Philippines”

Charoen Pokphand Foods (CPF) fve year business plan has identified India, Vietnam, Russia and the Philippines as its “top priority markets for expansion, says president and CEO Adirek Sripratak,
“because we plan to access those markets where we believe we can win”!
CPF’s yearly investment budget of which 60% will be spent overseas in these four countries, and the aim is to “increase CPF’s overseas sales from 26% to 40% by 2015”.

In Vietnam, CPF is expanding businesses including pig, chicken, fish and shrimp farms, feed mills and shrimp hatcheries, while in Russia, the focus will be on pig farms – two of the planned 10 already running – and more investments in feed mills to serve the pig farms.

The Philippines, a high consumption market where the population growth is estimated at 2%, CPF operates pig, chicken, fish farms and shrimp hatcheries.

Earnings from overseas investments in its main markets in Taiwan, Turkey, India, Malaysia, Russia, Laos, the Philippines and mainland China, are expected to surge 66% in this year’s first quarter and 6% year on year, driven by higher meat product prices amid short supply and strong demand.
